Nairobi County Officials Arrested and Interdicted Over Stima Plaza Waste Dumping

In a significant development highlighting tensions between Nairobi County Government and Kenya Power, two senior county officials have been interdicted, and three others arrested following an incident involving the illegal dumping of waste at Stima Plaza, Kenya Power’s headquarters.

The controversy erupted after Kenya Power disconnected electricity to several Nairobi County facilities over unpaid bills. In retaliation, county officials reportedly ordered the dumping of garbage outside Stima Plaza, blocked sewer lines, and cut off water supply to the utility’s buildings.

Nairobi Governor Johnson Sakaja condemned the act, describing it as “primitive” and “uncouth.” He announced the interdiction of Acting Assistant Director of Debt Management James Sankale and Acting Director of Revenue Administration John Ntoiti, stating that such actions were unacceptable and did not reflect the county’s values.

Interior Cabinet Secretary Kipchumba Murkomen also condemned the incident, labeling it a serious threat to public health. He confirmed that several arrests had been made, and vehicles involved in the dumping had been impounded. Murkomen emphasized that the county government has a responsibility to maintain public health and safety, criticizing the waste-dumping as “uncouth” and “primitive.”

The dispute between Nairobi County and Kenya Power centers around unpaid wayleave fees, with the county alleging that Kenya Power owes Ksh.4.9 billion, while Kenya Power disputes claims of outstanding water bills and unpaid wayleave fees. Efforts to resolve the conflict have included meetings between officials from both parties, with discussions ongoing to address the financial disagreements and prevent further escalation.

The National Assembly has also intervened, with the Committee on Administration and Security summoning Inspector General of Police Douglas Kanja to explain the lack of immediate action following the incident. Lawmakers have condemned the county’s actions, emphasizing the need for accountability and adherence to the rule of law.
