Garbage War NEMA Orders Nairobi County to Clean Up After Power Clash with Kenya Power

A significant dispute unfolded between Nairobi City County and Kenya Power on Monday, February 24, 2025, when county officials took drastic measures in response to Kenya Power’s decision to disconnect power over a KSh 3 billion debt. The county government dumped garbage at the utility company’s Stima Plaza headquarters in Nairobi and clamped vehicles around the building.

Kenya Power condemned the actions, describing them as unethical, unprofessional, and unlawful. The utility company highlighted the county’s outstanding debt, including KSh 1.3 billion accrued in the last two years, and expressed frustration over repeated reminders that went unheeded.

In retaliation, the county cut off the water supply to all Kenya Power offices in Nairobi and blocked their sewer lines. This move escalated tensions, affecting public services in the capital city. Despite this, Governor Johnson Sakaja has not yet publicly commented on the incident.

The National Environment Management Authority (NEMA) quickly intervened, issuing an order for the Nairobi County government to remove the garbage from Kenya Power’s premises. NEMA emphasized the importance of adhering to environmental regulations and maintaining public health and business continuity. The authority’s intervention underscores its role in upholding standards and resolving such issues promptly.

This escalating dispute between the two entities highlights the financial struggles and operational challenges in managing public utilities. Both parties have expressed the need for dialogue to resolve the outstanding issues and prevent future conflicts.
