Muturi Raises Alarm Over Ksh104bn SHA System Led by Safaricom Consortium

Kenya’s Cabinet Secretary for Information, Communications, and the Digital Economy, Justin Muturi, has expressed concerns over the Social Health Authority (SHA) system, a Ksh104.8 billion project developed by a consortium led by Safaricom. Muturi highlighted that he had previously advised caution regarding the system’s development and implementation.

The SHA system was established to streamline healthcare services in Kenya. However, Auditor General Nancy Gathungu’s report revealed that the government neither owns nor controls the system, raising concerns about public funds and healthcare delivery.

The project’s financing model anticipates Ksh111 billion in revenue over ten years, derived from SHA member contributions, health facility claims, and track and trace solution charges. However, the model lacks a supporting baseline survey, raising questions about its viability and the possibility of increased healthcare costs for citizens.
