Dr. Nancy Macharia, CEO of the Teachers Service Commission (TSC), has urged Members of the National Assembly’s Constitutional Implementation Oversight Committee (CIOC) to advocate for enhanced government funding to address the backlog in teacher promotions. She emphasized that the current allocation of Sh1.1 billion is insufficient to meet the Sh2.2 billion required to promote teachers across various job cadres.
This funding shortfall has led to many teachers remaining in the same job group for extended periods, despite acquiring higher qualifications. Dr. Macharia highlighted that the lack of promotion funds since the implementation of the 2021-2025 Collective Bargaining Agreement (CBA) has tarnished the Commission’s image and affected teachers’ morale.
In response to these challenges, TSC has advertised 19,000 promotion vacancies, aiming to address the stagnation and motivate teachers. However, the execution of this promotion exercise is contingent upon securing the necessary funding.
